PAT Testing

PAT Testing

Portable Appliance Testing, or PAT testing as it is often called, is the systematic checking of any portable appliance which has an electric plug. This testing involves visual checks, and combined inspection and testing using a PAT test meter in order to meet the requirements of the Electricity at Work Regulations Act 1974.

PAT testing doesn’t just include truly portable equipment; the scope is wider. It includes everything that is attached to the electrical wiring system. A drinks machine, for example, is classed as a ‘portable appliance’ as is a freezer cabinet or photocopier. The groupings used by the IET (the Institute of Engineering & Technology) include ‘stationary’, ‘IT’, ‘moveable’, ‘portable’ and ‘handheld’ − all are dealt with by PAT.

This broad bracket of included equipment means that PAT testing usually concerns large numbers of individual tests − often thousands. In an office, for example, it’s typical for each and every worker to have approximately seven portable appliances around them; from computers, to printers, faxes and fans. A computer, for example, can mean three or four tests and many people mistakenly count this as just one. Plus the workers themselves can have an impact on the electrical safety around them − which we’ll discuss later.

Fixed Installation Testing

Periodic Fixed Installation Testing (or Fixed Wire Testing) involves testing the electrical circuits and systems that distribute electricity around a building. It covers all the hard wiring in a building, whether that building is commercial, industrial or residential. All electrical circuits in a building that are fixed, such as lighting, socket outlets, supplies to air conditioning and other fixed plant need to be tested. You can find guidance for this testing and inspection process within BS7671 (The IET Wiring Regulations).

Electrical Remedial Works

Once the electrical safety testing has been completed the resultant electrical remedial works must be completed. The risk is that an accident or incident occurs after tests identify a fault but before that fault is remedied.

Regularly there are lethal situations where sites have been tested but faults not corrected. It’s vital to understand that fixed installation testing is only part of the electrical safety compliance requirement. If the essential remedial work is not complete following testing then the organisation could be culpable of fault and negligence. It’s likely that insurance for the site would be compromised and if the worst should happen then it could be proven that the Duty Holder was liable.

Testing must surely be done − ignorance is no defence − but acting on the results is essential.

In a recent survey of 400 organisations that have had testing done, shockingly, over half admit that no electrical remedial work has been done subsequent to that testing.
Thermal Imaging

Thermal Imaging

Thermal Imaging (thermography, hot spot testing) through the use of infra-red technology has evolved into one of the most cost effective and valuable diagnostic tools, in terms of carrying out testing in the working environment when employed for predictive maintenance.

All electrical equipment and components are subject to deterioration, loose connections and load imbalances that are not always apparent or detected by conventional checks such as routine maintenance or periodic test and inspection. Deterioration may be in many forms, for example, loose or corroded connections and joints, insulation resistance breakdown or worn parts.

When energised and under load, these faults can become clearly visible with the aid of thermal imaging. Identified as ‘hot spots’, the severity of the problem can be identified and resolved. In many cases this allows for instant fault diagnosis which can be brought to our client’s attention immediately. Calbarrie can identify the problem areas and provide the necessary solutions and remedial action.

To comply with the requirements of BS5266, emergency light testing and inspection should be undertaken periodically to ensure that all luminaires function for design lighting levels, duration and are positioned (including signage) correctly for use in “power-loss situations”.
