Major Heating Systems in Whitehall, London

I have just been involved in a very interesting project modifying a major district heating system in central London, In Whitehall.
The project was very large incorporating over 25 plant rooms and a boiler room with over 3 shell & tube boilers (over 1MW each) and back up systems. The project had been ongoing for two years with very little progress and a lot of unanswered questions flying in all directions.The project was supposed to start at the RIBA Stage 4 level and progress from their but my investigations highlighted that the RIBA stage 3 work on space allocation and space layout design had not been done to a sufficient level and a lot of redesign to meet difficult access conditions and highly restricted available space had to be done together with major re-routing of primary and secondary pipework through asbestos riddled building work with incomplete building plans of very old structures, in some cases dating back to Tudor times.
This was quite a task, but I like a challenge and I was finding solutions and making the required plans to pull this contract up by it’s bootstraps, but one major obstacle got in the way, money.
When the client realised the true nature of the job in hand he went straight back to his client demanding more money, but from his clients point of view he had already wasted two years of valuable time and was not prepared to spend any more.
Needles to say the two major parties agreed to go their separate ways and the project was stopped, as far as the plant room design was concerned. That was a shame because I like this kind of challenge and I enjoyed finding the design and project solutions, which I was well on with. But money got in the way.
